Mr. Marbley is an expert in areas of Environmental Law, Oil and Gas Law, Utility Operations Management, Water and Wastewater Operations, Chemical Testing and Process Monitoring, Regulatory Compliance, along with Business and Governmental Advocacy.
Mr. Marbley served as a senior executive for the City of Houston’s water distribution system which is one of the largest in the United States. He participated in the successful management of a $90 million dollar budget which included executive level management of Plant Operations, Distribution System Operations, Laboratory Operations, Regulatory Compliance, Source Water Protection, and Contract Engineering. Prior to a 24 year tenure with the City of Houston, Mr. Marbley worked as a Chemist in the Analytical Support Group of Nalco Chemical Corporation.
Mr. Marbley’s experience includes the interpretation and application of environmental laws and regulations governing the Clean Water Act (CWA), Clean Air Act (CAA), National Environmental Policy Act (NEPA), National Pollution Discharge and Elimination System (NPDES), Resource Conservation Recovery Act (RCRA), Comprehensive Environmental Response Compensation Liability Act (CERCLA), as well as guidelines under DOT, HAZMAT, and OSHA.
He currently serves as an insightful leader and trusted resource to such organizations as the American Water Works Association, American Chemical Society, Department of Energy, Environmental Protection Agency, U.S. Geological Service (USGS), Anti-Terrorism Task Force – U.S. Attorney’s Office, Texas Commission on Environmental Quality, and the Houston-Galveston Area Council.
Mr. Marbley has had the responsibility of administering and managing numerous federal and state grants having a major impact on the Texas Gulf Coast Region. Through the Public Health Preparedness Grant, Mr. Marbley successfully led efforts in the development and construction of a multi-million dollar Bio-Safety Level 3 - Laboratory for use in Bioterrorism testing. This facility remains the only Bioterrorism testing facility in the greater Houston area. Through his leadership with the state’s Clean Rivers Grant, Mr. Marbley has been instrumental in protecting various lakes, rivers, and streams from the influx of toxic pollutants. In 2007, Mr. Marbley was selected to be a member of a U.S. delegation of technical professionals who traveled to China in an effort to assist Chinese governmental officials develop and manage environmental policies aimed at reducing the discharge of toxic pollutants.
Mr. Marbley is a native Houstonian and is a founder and principal of Environmental Law Consultants, an environmental consulting firm specializing in assisting clients with adherence to various laws and regulations governing the discharge of toxic pollutants associated with air, water, wastewater, oil, gas, and industrial chemicals.
